Effective as of the date above, I hereby delegate to you specific authority to act as the governing body for the UCLA School of Nursing Health Center at the Union Rescue Mission (Clinic), a primary health care clinic licensed by the California Departmentof Health Services. You shall have full legal authority and responsibility for the operation of the Clinic, including the authority to develop and approve policy manuals, quality assessment monitoring and performance improvement activities, and compliance with all applicable laws and regulations. In all matters relating to state licensure, accreditation, policies and procedures, appointment of an administrator, employment of administrative and clinical staff, quality of care and medical staff, the approval and/or signature of the Dean, School of Nursing, constitutes governing body approval. As the Dean, School of Nursing, you have previously been delegated certain responsibilities and duties as defined in your job description and other specific administrative responsibilities have been delegated to you by me.

The Regents of the University of California is a corporation established under the Constitution of the State of California (Section 9 of Article IX) with full powers of organization and governance. The Regents functions as the governing body of clinics and other health care facilities operated by the various campuses of the University. In accordance with Standing Order 100.6, The Regents has designated the UCLA Chancellor as the executive head of all activities on the UCLA campus and has delegated responsibility to the Chancellor for the “organization and operation of the campus, its internal administration and its discipline.” For the purposes of the licensing and certification of health care facilities under California Code of Regulations, Title 22, Division 5, the Chancellor functions as the governing body for all UCLA health care facilities and has the authority to delegate such responsibilities as are related to the Clinic to the Dean of the School of Nursing.

Oversight of the University’s clinical enterprise activities is provided by The Regents’ Standing Committee on Health Services which, according to Bylaw 12.7, has specific authority to:

  1. consider and act upon all matters related to business transactions affecting the clinical services of University academic medical centers and schools of health sciences;

  2. consider matters relating to the University hospitals’ licensure, accreditation, planning, patient care, medical staff matters, quality assurance, and relationships with schools of health sciences;

  3. consider and recommend to the Board policies in conjunction with the operation and governance of University hospitals; and

  4. consider and recommend to the Board of Regents strategic plans for the University’s clinical enterprise activities.

Any redelegation of all or any portion of this authority shall be limited to the chief administrator of the Clinic, and shall be in writing with copies to me and those listed below.
