Effective as of the date above, I hereby delegate to your positions, in your respective areas of responsibility, the authority to execute certain affiliation agreements between other institutions or hospitals and the UCLA Hospitals (Ronald Reagan UCLA Medical Center, Santa Monica UCLA Medical Center and Orthopaedic Hospital, Mattel Children’s Hospital at UCLA, or the Resnick Neuropsychiatric Hospital at UCLA) or other UCLA professional schools or colleges in accordance with applicable UC and UCLA policies and procedures governing the particular agreement including but not limited to UCLA Policy 970, Affiliation Agreements.

As specified in Standing Order 100.4 (dd) (5), approval of The Regents is required for “Affiliation agreements with other institutions or hospitals involving direct financial obligations or commitments to programs not previously approved.” The General Counsel has interpreted the meaning of this Standing Order to require Regental approval when the direct financial obligation or commitment is imposed on the University.

This delegation is not to be used for agreements that involve sponsored activities typically funded through contracts and grants or for transactions that are covered under other delegated authority. Please contact the Director, Administrative Policies and Strategic Initiatives for more information.

Each proposed affiliation agreement is to be reviewed and approved by Campus Counsel or the Office of General Counsel prior to execution. If a standardized form which has received prior approval from the Office of General Counsel is used, further review by that office is not required.

Two copies of each executed affiliation agreement are to be sent to the Sr. Vice President – Health Sciences and Services, as appropriate, as soon as possible after execution so that the annual reports of affiliation agreements executed under this delegation of authority may be prepared for submission to The Regents.

This delegation is being reissued to update the list of authorized signatories, add reference to UCLA Policy 970, and to clarify what agreements are not covered by this delegation.

This authority may not be further redelegated.
