Effective as of the date above, I hereby delegate to you, as Administrative Vice Chancellor, the authority granted to me to enter into a Joint Powers Agreement (JPA), after consultation with the General Counsel, with the City of Los Angeles, the County of Los Angeles and other public entities, for the purpose of forming a public entity (Authority) to develop a shared radion communications network, as well as any amendments or ancillary documents related to the Authority necessary and appropriate for implementation of the JPA. Upon conclusion of negotiations and execution of the JPA, please provide me a report regarding the final terms of the JPA in order that I may report to the President.
